doesn't compile on mingw

Description

Is missing the stdcpp libs for some reason. This patch is ugly but add in two lines:

if RUBY_PLATFORM =~ /mingw32/

# need c++ libs for some reason CONFIGLDSHARED? = "$(CXX) -shared -lstdc++"

end

to extconf.rb

That was 

  if RUBY_PLATFORM =~ /mingw32/ 
 	    # need c++ libs for some reason -- do we also want -shared here? 
            CONFIG['LDSHARED'] = "$(CXX) -shared -lstdc++" 
   end
